ICAN’s comprehensive program was founded by Henry Salinas, a caring and concerned citizen in Chandler, Arizona who witnessed gang violence overtaking his neighborhood and decided to do something about it. He founded ICAN in 1991 in order to help youth in his community receive support, develop healthy skills and behaviors, and improve their well-being.
ICAN’s mission is to provide access to out-of-school time opportunities that empower all youth and their families to pursue what is most meaningful to them .
Our award-winning, year-round program provides a safe, engaging environment where youth explore experiential learning and self-discovery, building a strong foundation for their future. Guided by a holistic approach, we help young people thrive academically, socially, and creatively through four interconnected pillars: Academic Support, Positive Youth Development, Enrichment and Exploration, and Community and Family Support
We provide these programs free of charge in order for parents and caregivers to maintain employment and advance their Economic Opportunities.

ICAN’s mission is to provide free, comprehensive programs that empower youth to be productive, self-confident, and responsible members of the community.
ICAN is a free, family-centered youth service in the East Valley. We provide a full complement of programs proven effective in equipping youth to achieve personal and academic success by tackling substance abuse, gang involvement and juvenile delinquency.
Specifically, 8 out of 10 youth in the areas we serve are living in extreme poverty. Four of those children will go to bed hungry at night and eight will be using drugs or alcohol to cope with the harsh realities they face. Joining gangs becomes a more viable choice than graduation in the community we serve. This is not an option for ICAN. We exist to combat these issues and build strong futures for them and for our community.
